3、投标人资格要求投标人应具备的资格或业绩:投标人资格和业绩要求：QualificationandAchievementrequirementsforthebidder.投标人须提供以下文件Thefollowingdocumentsmustbeprovided.（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料；AllBiddersarerequestedtofillinaccordingtotherequirementsofFormatIV-9inSectionIVandproviderelevantinformation；（2）投标人必须是制造商或制造商直接授权的代理商；BiddermustbetheManufactureritselfordirectlyauthorizedAgent；（3）如为代理商投标：IfasanAgent:须提供制造商对本次投标出具的唯一正式授权书；1)ThebiddershouldprovidealetterwithoriginalsoleofficialauthorizedbyManufacturerforthebid；2)投标人在当地依法登记注册的时间距开标之日须满三年，并提供营业执照等注册登记的有效证件复印件；TheAgentshallgetregisteredinaccordancewiththelocallawforatleastthreeyearsfromthebidopeningdateandcopiesofvalidregistrationdocumentssuchasbusinesslicenseshallbeprovided;3)开标之日前三年内，投标人须具有同类产品至少两个不同年份的销售业绩，并提供相应证明其销售业绩的合同或订单复印件，并由投标人代表签字或盖章；Thebiddershallhavesalesperformanceforsimilarproductsintwodifferentyearswithinthreeyearsfromthebidopeningdate.Copiesofthecontract/purchaseorderevidencingitssalesperformanceshouldbeprovidedandsignedorsealedbytheBidder;（4）投标人须提供开户银行在开标之日前三个月内开具的资信证明原件或该原件的复印件（由投标人代表签字或盖章）。TheBiddershallprovidetheoriginalorcopyofthecreditcertificateissuedbythebidder'sBankofdepositwithinthreemonthsbeforethebidopeningdate(Thesignatureorsealingbytherespectiveofbiddersisneeded)；（5）第八章中要求的其他合格的资格证书。OtherQualificationandAchievementrequirementsstipulatedinChapterVIII.是否接受联合体投标:不接受未领购招标文件是否可以参加投标:不可以4、招标文件的获取：（略）
