一、征集背景/TheBackgroundofSolicitation
为全面贯彻党的二十大关于教育优先发展的精神，（略）委市政府关于“三个做优做强”的决策部署，由成都七中领办生物城从小学到高中的十二年一贯制公办学校，暂定名为“成都生物城未来学校（成都七中领办）（以下简称‘生物城未来学校’）”。生物城未来学校对生物城产城融合及人才汇聚有积极示范促进作用，为寻找具有前瞻性、创意性的建筑理念，打造充分适应未来教育的教育场所，征集人将秉持“公开、公平、公正”原则，对成都生物城未来学校（成都七中领办）项目概念创意方案进行公开征集。
TocomprehensivelyimplementthespiritoftheParty's20thNationalCongressregardingprioritizingthedevelopmentofeducationandtofulfillMunicipalPartyCommitteeandGovernment’sdecisionson"doingwell,doingstronger,anddoingsuperior"intheeducationsector,ChengduNo.7HighSchoolisentrustedtoestablisha12-yearcontinuouspublicschoolinChengduBiologicalTownn,coveringprimarytohighschool.Theprovisionalnameis"ChengduBiologicalTownFutureSchool(SponsoredbyChengduNo.7HighSchool)"(hereinafterreferredtoas'BiologicalTownFutureSchool').BiologicalTownFutureSchoolplaysapositiveanddemonstrativeroleinpromotingtheintegrationofproductionandcityinBiologicalTown,aswellasattractingtalent.Inordertofindforward-lookingandcreativearchitecturalconceptstocreateaneducationalenvironmentthatfullyadaptstofutureeducation,theSolicitorwilladheretotheprinciplesof"openness,fairness,andimpartiality"inthepublicsolicitationofproposalsfortheconceptualcreativeschemeoftheChengduBiologicalTownFutureSchool(SponsoredbyChengduNo.7HighSchool)project.
二、征集程序/TheproceduresofSolicitation

规划建设净用地面积约300亩。本项目建设为从小学到高中的十二年一贯制公办学校，班级规模为108班（小学36班，初中36班，高中36班）。建筑密度、容积率及小学、初中、高中用地面积应结合方案合理性确定。设计方案需考虑小学、初中、高中分期实施条件，且高中为一期，小学、初中为二期。

根据设计要求，确定设计主题、空间体系、功（略）、建筑风格等要求，进行场地平面布局，竖向关系组织，交通组织、视线分析及初步经济测算，确定设计原则及手法，主要单体的各层平面、立面设计、效果展示，按期提交征集方案。

六、应征人的资格要求/QualificationRequirementsforParticipants
1、应征人具备以下资格和业绩，并在人员、设备、资金等方面具备相应的设计能力。
Participantsmustpossessthefollowingqualificationsandachievements,andhavecorrespondingdesigncapabilitiesintermsofpersonnel,equipment,andfunding.
1.1应征人须为合法注册的法人实体或由合法注册的法人实体组成的联合体。
1.1Participantsmustbealegallyregisteredlegalentity,oraconsortiumcomposedoflegallyregisteredlegalentities.
1.2应征人为境内机构的，须具备中华人民共和国住房和城乡建设部核准的建筑行业建筑工程专业设计甲级（或以上）资质或建筑事务所甲级资质。
1.2IftheParticipantisadomesticinstitution,itmusthaveClassA(orabove)qualificationinarchitecturalengineeringdesignapprovedbytheMinistryofHousingandUrban-RuralDevelopmentofthePeople'sRepublicofChina,orClassAqualificationinarchitecturalaffairs.
1.3应征人为境外机构的，须在其所在国家（略）合法注册，具有相应建筑设计或建筑设计咨询业务范围和能力。

联合体参加应征的，应满足下列要求：联合体成员家数须不超过2家。联合体各方须签订联合体应征协议书，明确联合体牵头人和各方权利义务。联合体各方不得再次以任何形式参与本次征集活动。

十、概念方案征集费和优化设计/SolicitationFeeandFurtherOptimizationDesign
1、征集阶段排名第一名的应征人奖金为人民币180万元（含税），征集阶段排名第二名的应征人补偿费为人民币70万元（含税），征集阶段排名第三名的应征人补偿费为人民币30万元（含税），第四名及之后的排名无补偿费。设计奖金或补偿费以人民币支付（以付款当日的汇率为准）。若评审小组认为创意方案成果深度未达到征集文件中“第四章设计任务书”规定的，则不予补偿。
Duringthesolicitationstage,thefirst-rankedParticipantwillreceiveaprizeofRMB1.8million(taxincluded),thesecond-rankedParticipantwillreceivecompensationofRMB700,000(taxincluded),andthethird-rankedParticipantwillreceivecompensationofRMB300,000(taxincluded).Therewillbenocompensationforthefourthplaceandbeyond.ThedesignprizeorcompensationwillbepaidinChineseYuan(CNY)basedontheexchangerateonthepaymentday.Ifthereviewpaneldeemsthatthedepthofthecreativeschemedoesnotmeettherequirementsoutlinedinthe"Chapter4:DesignBrief"ofthesolicitationdocuments,nocompensationwillbeprovided.
2、方案被最终选用的应征人应根据征集人要求对概念方案进行优化设计，过程中向征集人汇报成果，汇报次数不少于两次，同时配合方案深化设计单位：（略）

十一、其它条款/OtherTerms
1、知识产权/IntellectualPropertyRights
1.1应征文件一经提交，提交的成果文件除署名权以外的其他知识产权均归征集人所有，应征人仅作为业绩证明，不将本次方案用于其他项目及任何以盈利为目的的商业活动，并同意概念创意方案征集文件中有关规定。
OncetheProposaldocumentsaresubmitted,allintellectualpropertyrightsforthesubmitteddeliverables,excludingtherighttoattribution,belongtotheSolicitor.TheParticipantacknowledgesthatthesubmittedschemewillonlybeusedasproofofachievement,shallnotbeusedforotherprojectsoranyprofit-orientedbusinessactivities,andagreestotheprovisionsoutlinedintheSolicitationdocuments.
1.2征集人有权公开展示所有方案成果，并自行或委托有关单位：（略）
TheSolicitorhastherighttodisplayallschemeoutcomespubliclyandmay,independentlyorbycommissioningrelevantentitiesordesigners,useallorpartofthecontentoftheconceptualschemeforreproduction,exhibition,printing,publishing,orotherformsofdissemination.
1.3征集人在本次方案征集活动中提供的所有资料（包括文字、图纸、电子数据资料等）均受版权保护。征集人或明确承认的其他机构，是这些资料的版权使用权人。未得到授权，其他机构或个人将该版权内容复制、改编、分发、发布，或作其他用途，将承担法律责任

3、语言/Languages
《征集文件》使用中文和英文书写。在中、英文两种语言的意思表达不一致时，以中文为准。《应征文件》、与征集人和咨询服务机构之间的往来函电和文件可只使用中文书写。应征人提供的《应征文件》以及随《应征文件》提供的证明文件和印刷品可以使用另一种语言，但必须附以中文译本。
